completely (with key out of ignition) ?
If it ticks and grinds and doesn't stop, is there any reason you cannot pin point the noise ?
If you think it's behind the front dash panel, remove the radio and then listen for it. There really isn't that many things inside the front dash that can tick that loud, my guess would be the ventilation fan (bad bearing or something got inside the fan cage) and/or the servo motors for vent flaps caught in a loop.
If it is the inside temperature sensor fan (at the bullseye opening), you can pretty much put your ear to it and hear if it is making the noise.
Use a piece of tubing as a stethoscope and you can pretty much trace any continuous sound source reasonably well.
