My windows were starting to fog with the same symtoms of a stuck recirc flap and the ignition on is all you need to test the actual flap. Before you do that, try this: The first test I did was to turn the ignition on(do not start car), set the ACC "recirc" light off, windows all closed and fan on it's highest setting. When you turn the "recirc" light on, it should be rather obvious when the flap closes based on the sound of the fan increase when it doesn't need to fight the pressure of escaping air. Turn recirc on/off a few times about 15 seconds apart. If there is no difference in sound it's stuck closed(or open if your windows are not fogging up.) Another test is when you have recirc off and fan on high, crack a window and you will hear the fan speed up as the pressure it eased from the window. If there is no change in sound, it probably it stuck closed. Listening to the sounds is why you do not want the car running. to test the actual flap: remove the aquarium cover, pollen filter and the flap is on the inside-top toward dash with the foam trim. If it is horizontal, it closed (recirc) As you push the recirc button on/off, it will slowly close/open. Open the passenger window so you can reach in and access the button. It takes at least 5 seconds to open/close so there is plenty of time press the button and look at the flap. If it does appear to be moving, turn off recirc and open the flap manually. It will seem hard, but go slow as the resistance is the motor itself. Obviously use judgement on how hard you want to push, but mine opened with no issues. The motor is located on the passenger side of the pollen filer box in plain site after removing the aquarium cover. By the way, after I helped mine open, I tested the opening/closing 20 times before closing everything up. It has worked fine last night for an hour drive last night and again this morning when it is 9* out. It seemed to only need some help.
