This sort of frame thing comes out the back of the flatbed (tilted down) and stops just in front of the front wheels (on the ground). Then, a piece is placed behind each front tire. That piece connects to the frame, so picture each tire sitting in a little rectangle with no bottom. Each wheel is secured with straps. Then, the whole frame thing is lifted (car lifts up) and pulled onto the bed (car goes with it). The bed is lifted off the ground, the rear wheels are secured and off it goes.
That's actually the only way I've seen a car put on a flatbed around here. I didn't know they still used hooks except to pull the car out of a ditch or something.
