Overboosting - what to check?

Currently, my car will boost way into the red or even past. This is even after toning it down a bit by lengthening the waste-gate rod. Also, it no longer seems to hit the "boost cut-out", as it did a few times when I first bought it (used). Kind of tired of trying to keep an eye on the boost gauge, and an eye on the road, but I'm afraid I'm going to blow something if I don't get it fixed.
What parts should I investigate first? Does anyone know how many turns the thingy(sorry, don't know the name but if you've adjusted the rod you should know what I mean) goes onto the end of wastegate rod, when set stock?
