headlight mysteries - should normal dim with high beams

so, i decided to tackle my non-existent high beam tonite...

the original situation was that my normal headlights worked, and when i clicked into high beam, the normal lights would get brighter, but no high beam... (or maybe they were dimmed, and got brighter?)...

anyway, i re-soldered my relay and the left one came on, which was what my spare did, then i tapped and wiggled it, and both high beams came on, then one went out, so i went back to my spare, and all is well...

with the high beams...

now, what happens is, the normal lights will be on, i'll click to high beams, and it looks like the normal lights dim, and the high beams come on...

is this normal? it seems that my normal lights no longer get as bright as they were getting, which was pretty bright!

any help would be appreciated, i've been digging in the archives, but no answer yet...
