The way the the speed works is that the speed sensor in the transmission goes into the instrument panel, and then there is another sensor in the speedo that sends pulses back out to the engine control, CC, etc. So if the cruise control is working, then that part is right. If the CC isn't working but the speedo is, then the problem is the pickup in the speedo.
But the EDU doesn't calculate fuel economy based on the fuel gauge. The EDU gets pulses from the engine control that reflect the pulses to the fuel injectors. Based on the time the fuel injectors are open, the EDU calculates fuel consumed instantaneously. If that signal were missing, the EDU would assume no fuel consumed, hence 99.9.
I'd have to check my '92 wiring manual to see where that wire is.
