I had a 900 that wouldn't lock up the brakes (before anti-lock). The problem turned out to be a very small leak in the caliper. It wasn't noticable because it only leaked when the brakes were applied, but the brake fluid would burn off because of the heat. I would definitely replace the calipers before I did the master cylinder
