There is a lot of legend floating around the test DIs, and frankly, even those folks at Saab don't know quite what is true.
Test cassettes for red DIs are painted blue; test cassettes for black DIs are painted a John Deere green. Test cassettes have a corner cut off the cover, and have a hole drilled (so you can hang it on a hook for storage in the shop).
Are the test DI's returned units that check out OK? Very possibly. Are they new units painted blue? Also possible. Can both be true? Yes. The DIs go back to the manufacturer for test when returned under warranty. Saab orders test DIs from the manufacturer. What Willie-Wonka process they go through is a mystery.
However, I wouldn't say a Test DI is necessarily a bad one to use. After all, Saab is going to want to insure that the Test DI works - they wouldn't want to get a tired one. A bad test DI is going to cost the Saab dealer a lot of troubleshooting time.
