I am not comfortable telling you that you can safely rebuild that turbo.

I think that cartrige is toast. I am more familiar with the Classic 900 Garretts and Mitsu's. Your close angle shot demonstrates the pieces very well, but limits my understanding of what is going on with the rest of the cartridge.

If that was part of the cartidge molding, get a new cartridge/turbo.
