Turbo Fluttering again...pressure issue?

My '95 Aero has started to flutter at high boost levels again, only this time, it's in stock configuration (read on). This is at hard acceleration by the way, not at throttle release (which sounds great). All I have on the car is a 3" catback exhaust, an open air intake, and a Forge diverter valve.

I posted about this problem before, only I had the T5boost4 module on the car before. I took it off, and the fluttering stopped. Something tells me that when I put the T5boost4 chip on the car, it increased boost levels, thus weakening whatever the problem is. When I took it off, the fluttering stopped, and the car boosted normally without a problem. Now, however, 2 weeks later, the fluttering is back. Something tells me that there is something on the car getting worse with more and more use.

I've heard from my local mechanic that the wastegate actuator can be the cause of this, as the spring gets weak over time and can't hold as much boost anymore. Could this be the problem?

I've also heard that it could be the impeller in the turbo itself, although I've heard that this causes more of a whistling sound, not a flutter. Plus, there seems to be a small loss of boost accompanying the fluttering, something I don't think the impeller could cause.

I've checked, checked, and rechecked vaccuum lines for leaks, but I haven't found any. All lines are silicone and only a year or two old.

The Forge diverter valve is also brand new.

The only things I haven't tried are the BPC solenoid (I read that I could clean it out with WD-40) and the safety and non-return valves on the fake firewall and inside fender. The car has just over 106,000 miles on the odo, and it's a 5-speed with TCS. Does anybody have any ideas for me? Thanks so much.
