The reading is probably the reading the ecu sees not the voltage the starter gets. A lot of 12 volt electronic circuits don't like voltages lower than 9 voltsor therabouts. When i was in the car stereo business many of the high end electroonic peices could not tolerate low voltages.
Because of the sophistication of the saab 9000 electronics, i would immagine they don't like it either when the voltages get low during cranking.
Bad grounds can lower these readings as well as weak batteries.
