All of the lock actuators - the motors that move the buttons - are electrically tied together. The switches that detect when a key is turned in the lock is a different set of wiring.
I'll have to check a good schematic (which I don't have in my hand right now), but I'll bet the problem is a broken wire/bad connection. There are two pins on the lock controller that drive all of the lock actuators. From the two pins, the wires break off into two basic cables - one set goes to the left rear door and the fuel filler cap. Another goes to the driver's door. Along the way those two wires split off and go to both passenger (front and rear) doors. If anywhere along that way there is a bad connection or a broken wire, then both passenger side doors won't lock or unlock electrically. Since the switch for the key is a different set of wires, locking/unlocking the passenger doors still sends a signal to the controller.
Why only one wire broken means the passenger side won't unlock or lock? The actuators use two wires. The controller puts 12 volts on wire A and grounds B - this causes the actuator to lock. The controller puts ground on wire A and 12 volts on B - this unlocks. If you break either wire, current won't flow and it won't lock or unlock.
So the problem is in the wiring branch from the driver's door over to the right side of the car. I'd have to check a better schematic than I have right this second (I'm away from my books) to see where the disconnect is. But that is where the issue is.
