Flashing ACC

'96 9000 CSE
My ACC unit has been flashing intermittently just after startup. It will flash for about 10 seconds, then go completely dark for about 5 minutes, after which it will gradually start to come back to life, with the flashes getting more frequent over the next minute or so until it works fine. It will stay working as long as the car is not turned off for more than a few hours, so I've been dealing with not having AC for the first few minutes of my drives to/from work. It's not fun during this heat-wave we're having in Nashville at the moment, and having a black car with black leather seats doesn't help either.
On a somewhat related note, the ACC unit also is producing a high-pitched whining sound (probably around 8 kHz) through the stereo during this time and any time that the Recirculation is activated or deactivated. It's not constant, but lasts until about 20 seconds after the ACC settles down.
I've disassembled the ACC and cleaned all the contacts and the entire PCB inside with contact cleaner. No luck. It's actually been getting worse over the entire summer. I'm suspecting a bad capacitor inside the ACC unit itself, as I've swapped/cleaned the associated relays and fuse connectors a few times with no results. Anybody dealt with this before?
