1. The headlight relays often go bad on these cars. If you are handy with a soldering iron, you can open up the cover and "reflow" the solder on the large pads that hold the relays (in the headlight relay) and the large pads that attach the connector to the circuit board (in the Headlight Control Module). See the archives for many, many messages on this.
2. I don't see how soap will stop gasoline from leaking. Permatex (?) or other manufacturers make a kit specifically for resealing plastic tanks, may even have one for fuel tanks. If this is a very minor crack, and depending on where the crack is located, I might try this, however it is a very bad idea to mess around with leaking gasoline!!!! You can probably pick up a used tank inexpensively - not a frequent failure item.
