I do not know about the filler, but if the tank is collapsing due to suction from the intake manifold rather than vacuum created by the fuel pump you could temporarily plug the line going to the manifold (leaving the line from the charcoal cannister open).
On my 96 I had an occassional CEL code which indirectly indicated the purge valve, so I plugged that line at the intake manifold, leaving it open to the atmosphere coming from the charcoal cannister. That code did not come back. After 2 weeks and 1000 km I got another code for a bad purge valve. My suspicion is that I could reset it and it would not appear for a similar time/distance. Probably better to replace the purge valve but I wanted to diagnose conclusively first. I parked it for the winter so will worry about it then.
