Spent two winters with fogging windows before I decided it probably wasn't normal. Discovered the problem with mine was the flap that controls the fresh air vs. recirculate had stopped working and was stuck in the recirculate mode. So all that melting snow on my boots was making my very own Swedish sauna.
It is easy to check. Unscrew the plastic cover on the "aquarium" (8mm bolts and a torx screw). Remove the rubber rain water deflector and and look behind where the cabin air filter is stored (passenger side on LHD cars). If you can see the fine metal grill of the AV element your flap is open (and I am no longer sure what the problem is). If all you see is black/gray foam then your system is currently recirculating.
I'm not sure what I did to help mine, but by the time I removed the motor, tested it and finally got everything lined up and back together, it was working again. eeuroparts lists the motor if you find that is at fault and you don't want to take yours apart. Hope this helps.
