I have had a Sears hand impact tool for 25+ years and it has served me well in many frozen fastener situations; I needed it a month ago to remove the "guide pin" bolts and Torx fasteners that hold the rotors to the hub while doing a brake job - worked like a charm. Confirming your observation, you twist the tool in the direction that you want the bolt to turn, then hit it with a BFH (big hammer), repeat until done. A dinky hammer may provide less impact than you need. Important tip: wear work gloves!
Will a "real" impact driver work better? I don't know, but they will certainly work faster, as they seem to beat on the fastener several times per second. I don't know how much force the hand tool is capable of generating, but it is probably proportional to the force applied to it. A big impact wrench, on the other hand, can be capable of 200 ft. lbs. of force (depending on the tool).
Don't take this as an insult, but someone has to ask the unasked question: what are you using for a socket? I hope that it is an E16 Torx socket and not a similar sized hex or twelve-point socket (which many people do use for headbolts). If you are not using an E16, stop now while you are ahead and get one. I recently retorqued my cylinder head and was surprised how much force it took to tighten the bolts the final 90-degree turn, thinking that I was going to strip or break the bolt many times - but it didn't happen. Loosening the bolts was not an issue - perhaps your cylinder head warped quite a bit?
