When you say the thermostat isn't registering any heat, do you mean the temperature gauge? Where is the temp gauge sitting, and do you feel heat from the vents?
If the temp gauge is reading zero and the cooling fan is constantly running, the problem is in the EDU. What? In the newer cars, like your '97, the temperature sensor goes to the EDU. The EDU drives both the temperature gauge and also turns on the cooling fan through the two fan relays. There is no thermoswitch on the radiator like in the old cars.
It's likely not a sensor problem - a sensor reading low wouldn't trigger the fans. My guess is the EDU circuitry. No, there is no quick fix; accessing the EDU is a pain.
However, clarification would be nice - did you actually mean the thermostat? If so, what is the temperature gauge reading, and do you feel heat when you turn the cabin heat up?
