It's normal for the ABS and Brake Fluid light to come on at engine start; the Brake Fluid light should go out, followed by the ABS light. The Brake Fluid light going out means the ABS system has reached a minimum operating pressure; the ABS light going out means the ABS system has reached minimum pressure and passed self-test.

If you just sit there, don't drive off, and the ABS light doesn't go out within a second or two of the Brake Fluid light going out, then the ABS has failed the sensor resistance test. The ABS box checks the resistance of each sensor, and if one is out of whack as compared to the rest of them, it keeps the ABS light on. If the light goes out, and then comes back on after the car starts moving, then the ABS has detected that one (or more) sensor isn't producing a speed signal, or the wrong one.

Cleaning each wheel means cleaning the 'shutter' wheel (actually a gear) on the hub. It can fill up with metallic gunk and cause missing pulses. Do this IF the ABS light goes out when you are sitting, and comes back on when you drive off.

IF the light doesn't go out, just sitting there, then cleaning the gear wheel is nice, but may not help. You should check the ABS sensor resistances. To do that, with the car off, open the hood, and remove the cover at the base of the windshield on the drivers side (left hand drive cars.) You'll see the ABS sensor connectors - they look like pencils with wires on either side - two pin connectors. Measure the resistance between the two pins on the sensor side - they should be around 1200 ohms, plus or minus about 100 ohms. If one sensor is far from the rest, that is probably the bad sensor.
