As Mr. Bubble pointed out, there are tools available to read and reset OBD-II codes on 1996+ cars (OBD-II was a US requirement starting with MY 1996 cars). These are the generic codes, and will take you a long way performing diagnostics and reading trouble codes, but they are not the complete set of codes that can be accessed using the GM Tech-II or the older tool (Scantool?) that it replaced.
Unfortunately, SAAB is not a huge volume seller, and as far as I know there is not a SAAB-specific package available. VWs and Audis are big sellers worldwide and a guy named Uwe Ross (Rosstech) has developed specific software for these cars. I have one of these tools and VAG-Com software for my 1996 Audi and it works as advertised. I have used it to diagnose the cause of a Check Engine Light, pinpoint the offending part (typically an oxygen sensor), replace the part and reset the light. I can also reprogram the climate control to include functions that were omitted in the US market, reset the service reminder light, etc. There are many other sensor tracking functions available that I have not used.
