Background information:
1994 9000 Aero 5spd. Rebuilt trans installed ~18mos ago. Speedo quit working 9mos ago. Used a drill on the cable; speedo works. Swapped the external drive gear; no effect on speedo. Strong possibility that the internal speedo drive gear has stripped. Why they wouldn't replace this as standard measure is beyond me. The car exhibits no ill effects of the lack of speedo aside from an occasional stumbling idle (which has almost always been present) and the fact that decelerating to a stop, the car will tend to idle drop to ~300rpm and then catch itself back to a normal ~950rpm idle.

OK, I suspect a bad hooter valve. Purchased a replacement, but before I installed it, I wanted to test the current valve. I pulled the vacuum hose from the "Y" connector near the bulkhead and sucked on it. It held enough pressure to create suction, but I couldn't get any movement of the diaphragm or leak down.

I surmise my options for the idle droop at a stop are:
1) Vacuum leak in one of the hoses
2) A Hooter valve that actually is faulty
3) bigger problems related to a transaxle missing the internal speedo gear
