The fan runs for 5 minutes after the car has been shut off. This is part of the design. The idea is that if you hop out of your car for a few minutes, the fan keeps running so it knows the cabin temp. Otherwise it'll heat soak, and think the interior is much hotter than it really is, and when you get back, the ACC will switch to hi.
So it is normal to keep running for a bit after the car is shut off. The best way to clean it is with a blast of compressed air (not too high pressure!) to blow out the dust. They tend to be a bit noisy. The only lubricant I would recommend is a silicone spray, the kind that has a carrier that evaporates. Do not use graphite (it's an electronic device, and graphite is conductive) or a liquid lubricant oil like WD-40 - it will lubricate, and it will also attract and trap dust.
All of the door lock actuators are on the same circuit, so a fuse is out if any one actuator works. It can be the wiring to the actuator - check the wires right at the door hinge. If the lock button tries to move - you see it 'shudder' when the actuator is activiated, it may be a busted linkage or a bad actuator. The good news is that the actuator motor itself is the same from all sides and most years, so you can use the actuator motor from another year 9000 from a different door (e.g. junkyard). The actuator motor fits into a bracket, and the bracket is unique by door, but it's easy to swap the motor between brackets.
