95 CSE Electroical No Start/Problems

I used Ari's no start checklist and got no 12V (30+)at fuse 23. Replaced the ignition switch with a newer ignition switch (Thanks VI009DZ) and put it in the car, same problem. I jumped 12V directly from the battery to fuse 23 and the car started and ran until I turned off the key. This tells me that fuel pump, battery, engine, ECU, etc should all be good. The fuse itself was good and using a voltmeter, no 12V constant (30+).
Two real problems, I had to up the fuse amps and having a blue test wire running thru the pass door might not be a viable long term solution driving down the road and second, the SRS light was on. SRS light hadn't been on before and I suspect that since I jumped the switch, its not getting the voltage it expects.
Given what I've described, where does 30+ come into the car/switch, and what should I check or jumper for a longer term solution. I've got the fuse box/lower cover off, but haven't pulled the fuse block out yet.
