I've got a hole in my schematic collection for 1993, but I think the reason you don't have a relay is because you have a manual transmission.
The relay is for automatics, where the switch is in the gear selector in the center console. That switch drives a relay. From my schematics, the manual drives the lights directly.
Either way, no matter what year the car is, the switch gets 12 volts directly from fuse 9. So if you aren't getting 12 volts at the switch, trace the wiring to fuse 9. Fuse 9 is powered when the key is in the ON position.
