Granted, idle is controlled by the ECU, but the ECU only makes the adjustments based upon what is feeding it. Meaning, if there are vacuum/hose leaks, the ECU will try to work with/against this.
Check the two hoses coming in and going out of the TB to IAC, including the brass connections that should be firmly in place in the TB. The one coming out of the top of the TB and going into the bottom of the IAC will make the idle increase tremendously if leaking. The one going out of the bottom of the TB and going into the top of the IAC won't affect idle, but will keep the turbo at base boost if leaking.
You should also check any and all vacuum lines, as well as the PCV nipple attachment coming out of the top of the crankcase.
