Here's an article with all the math and physics to back it up. Besides that, I can tell you from my experience that stickier tires makes all the difference in the world. I mean, if I wanted to stop on pure ice which would stop me better? The best summer tires, winter tires or studded winter tires? The tire with the highest friction coefficient.
Anyway, this article analyzes each upgrade component in a braking system. Final paragraph: "In summary, brake system modifications have their place to help make your ride more consistent, predictable, and user-friendly; however, if your ultimate goal is to decrease your stopping distance, look no further than the four palm-sized patches of rubber connecting your ride to the ground."
BTW, I'd stick with plain ol' DOT 4 brake fluid. ATE does make pretty good rotors, however.
