The tach signal comes from the engine control computer. The engine control computer gets the signal from the CPS.
As mentioned, if the engine is running fine but the tach is flakey, I would assume the most likely problem is a simple poor connection between the Engine Control and the Tach, most likely inside the instrument panel where it connects to the gauge.
In earlier (Non-DI) cars, there is an ignition amplifier, which takes the low-level signal from the Hall effect sensor in the distributor and creates a high level signal for the tach. But you don't have one of those in a '94.
