A digital meter will tend to smooth the reading off, an analog meter will bounce around if the O2 sensor is working properly. In any case, if the spark plugs tell you that the mixture is lean, then it's lean. Ideas:
1. Are you sure that you used the correct intake air sensor? Different parts were used on different model year cars.
2. Gap or not completely tight intake hose, i.e. where the black elbow hose attaches to the throttle body - last time I removed mine, I didn't get it on completely in the channel and it had a small leak, ran poorly until I readjusted it.
3. Hose to the boost gauge - is the gauge working properly?
