I'm Chad from Simply SAAB in Morgantown, WV. We have a parts classified offering turbo rebuilding here on Saabnet.
Typically your turbine shaft will need to be replaced if the turbo is seeping oil like you say it is. You can rebuild it on your own, but it will often continue to seep. If you look at the design of the Garrett, you will notice that the rear face of the turbine wheel is right against the CHRA assembly (on MHI turbos there is about a 6mm gap with a slide ring), this area sees a lot of heat and friction and the shaft wears there causing slight leakage, especially with a turbo that has such high mileage.
