ACC mode on startup?

In my old 9000, when I started the car, the acc would be in the mode I last left it in. My new(er) car when started the acc is always in the off mode. I was thinking about getting a remote starter, but with the ACC in the off mode it really would be a waste of money. Does anyone know how to change this? BTW my new car is a 98 9000cse
