There are 3 weld points. The flange / O2 sensor area to the pipe, the pipe to the front of the catalytic converter, and the rear of the catalytic converter to the rest of the pipe going back toward the flexpipe (disregard the weld on the flange at the very end of the downpipe.
I see no reason why you cannot remove the whole downpipe and take it somewhere to be welded. Its held by the 3 nuts on the turbo, the pair of O2 sensors, and a bracket at the rear of the downpipe that bolts to the back of the block with (2) 13mm head bolts.
