This sounds like a mechanic with a habit that needs supporting, or he wants to buy your friend's car at a firesale price. The price quoted for a turbo replacement is way too high, even for a new turbo purchased from a SAAB dealer - and the diagnosis is questionable.
Ask your friend if the car is using fluids - if it's producing that much smoke, it certainly should. If it's using coolant, the reservoir will be low; if it's using oil, the dipstick will be low. If the fluids are mixing through the headgasket, the coolant will have oil floating in it and/or the oil will look like a mocha latte. A headgasket replacement on a bad day should be below $1500.
Suggest to your friend that he moves/tows his car to some other mechanic.
