Baseboost in first gear.

Hello, I have a 1996 9000 Aero. The car is limited to base boost (7 psi) but only in first gear. In the other gears it will boost up to 18 psi then drop down to about 12 psi. Is this normal for these cars? I remember reading somewhere that boost is limited in first and second gear but for me it's only 1st.
The BPC is new, hoses and couples are in good condition, and I just replaced the spark plugs with the NGK BCPR7ES gaped 1.0mm. No CEL.
