Does the braking improve if you pump the pedal? If so, there is air in the lines and you need to bleed the brakes. Also check you fluid level (driver's side on the false bulkhead).
Does the car brake straight or pull to one side? If it pulls you may have a caliper that needs replacing or rebuilding. Note that replacing the caliper will require bleeding the system.
Pull a wheel and look at the pads and rotors.
What does the rotor look like? Smooth and shiny? Grooved? Rusty? Is there a big lip of rust at the outer edge? How long has it been since you replaced them?
How are the pads? New ones have about 15mm or so of pad material on them. How much do you have left? When were they done last?
Doing brakes is not hard. There are some good write-ups here and on Quasimotors.com. And since you live in CT, remember that doing this now while the weather is decent beats doing it in February.
