Im willing to put my money it won't be too difficult to get the broken shank out. The transmission is out so you have room. Plus once the bolt is broken the bolt tension is gone. I bet you can startwith a start pilot hole and work it up to extract it. You probably do not even need a screw extractor. Go to Home Depot to get the BlueMol drill bits, it is now under a different name.
