You have an electronic throttle body (ETB) that is controlled by the accelerator pedal position. Internally it has a motor (to drive the position), a potentiometer (to read and feeback its position to the ETS computer) and a safety switch that tells the computer when the throttle is in the closed (idle position) and when it is open. The ETB can be checked by removing the connector and running resistance checks on it (reference the TCS Manual or previous posts). The ETB is connected to the intake manifold.

The safety valve on the firewall commands the ETB (via vacuum lines) to be in electronic (normal) mode or mechanical (limp) mode, if the ETS computer is sensing a fault. It does this by dumping the vacuum that goes to the ETB. The safety valve can be checked by removing it, jumpering it directly to the battery, and verify it is switching the vacuum ports correctly (by blowing air into it).

Send me an E-mail and I would be happy to discuss this with you at length. I had a similar problem with my 93 CSET and it turned out the safety switch in my ETB was stuck. Car would just not start for anything. I had good spark and fuel.
