There are a host of things you would expect to be the case with safety valve-induced limp mode, but they don't appear.
That includes the stiff throttle and CEL light. You'd expect them to manifest themselves but they often don't. In fact, I've seen this almost every time the safety valve has been at fault. It seems that a wacky safety valve causes confusion in the works but perhaps doesn't trip the LHM and the resultant P0120 code.
You also won't notice the difference in throttle pedal feel if the car won't run. Any non-running TCS car will have a heavy pedal because there's no vacuum.
So I repeat: before you venture further, positively rule out the safety valve using the often-trusty safety valve swaperoo (search the archives for the procedure -- search on my name if you like, I've written it up a number of times). At least then you'll know for sure before you spend time and perhaps a lot of money fixing something that proves to be the TCS system all along. It's a five-minute check.
If you're sure of the health of your TCS system that's another matter, but the crank-catch-sputter-die routine is all to familiar to sufferers of safety valve croakage.
