Or am I misunderstanding your question? The tappets are hydraulically pumped up and therefore acting directly on the valve springs. To compress those you'd need quite a bit more mechanical advantage than your elbows will offer.
If you really want to watch their action, then you could rotate the engine by hand and let the cam lobes to their thing. I highly doubt a frozen tappet is the issue. More likely one or more is not fully pumped up and therefore there's a minute gap between the cam lobe and the tappet when the valve is fully closed. If it's a cam problem at all and not a bottom end issue.
