So I think I finally figured it out - this might be your problem too, JimO.
Tested pins from ECU harness plug to BPC connector:
BPC pin 1 -> ECU pin 26, 0.00 resistance (good wire)
BPC pin 2 doesn't go to ECU (it goes to the 10A fuse)
BPC pin 3 -> ECU pin 2, out-of-limits (presumably a bad wire)
Now I guess I'll try RayF's plan - inserting tap clips into the harness end and connector ends of the wire and bridging around it to see if I can get the BPC valve to work properly.
