My question about 'do they come on dim' went to the ground wire. If the ground wire is bad or missing, all the bulbs would come on dim when you hit the brakes - the current will find another ground path.
If everything on the cluster is just plain out, that's a bunch of contacts - the only common fault is the connector not seated. A bad ground would provide dim bulbs. (Pun intended)
