For clarity, the front fan is the cabin ventilation fan that blows through vents in the dashboard and at your feet.
The rear fans are in the rear doors. Those are separate fans, and controlled entirely differently. They come on based on defrost. They will operate independently from the front fan.
The cabin ventilation fan (front) being on all the time and full bore is clear evidence of a blown controller module. The manual heater controls - knobs - use a resistor pack. The automatic climate control - ACC with a control panel - uses a transistor controller, and that's the link I provided.
The failure mode of the transistor controller is the transistor failing. You can replace just the transistor - see Quasi's site:

Now, just replacing the transistor may not be a good solution. If the blower motor is getting tired and starts to pull more current, that will stress the transistor in the controller. So the solution there is to replace both the motor and fix the controller.
