Typically, older cars fail smog due to burnt catalytic converters or fault Oxygen sensors. You might as well try and find out where you are failing so you aren't randomly replacing parts.
If you spend a dollar at all, get the 3" turbo back exhaust. Not only will your EGT's drop but you'll spend less by doing the whole thing once. You'll also be pleasantly surprised at how well the turbo spools up boost.
I went with a JT system and a high flow catalytic converter from Summit (like $50). My cars is a 94 Aero with ~250K so I wasn't sure I needed the longevity of stainless. I had a failing rear elbow in front of the muffler so I had to do something. I welded a few of the center sections together and used several exhaust hanger bushings from a Mk2 Jetta GLI (rubber surrounding a bike chain= durable).
JAk Stoll offers a system I believe as well as erickson. Turnaround time is an issue with just about any system you choose.
