A good rule of thumb - go stock (89). That is where the engine was designed to run. If you live where it's really hot most of the time, then 82 is OK. But if you change the thermostat, you'll also want to change the radiator fan thermoswitch to 82 also. I'm pretty sure the '94 still had one - look for some wires sprouting from the sensor on the lower left corner of the radiator.

If you take shorter trips in the car - many 20 minutes or less - stick with the warmer thermostat. Water builds up in the oil, and running the car boils it off. But it takes some time. If you run the car cooler, it takes longer to boil off that water.

Bottom line - it doesn't make a big difference. It's not like starting 7 degrees (C) lower keeps the car from overheating. Overheating occurs when something goes wrong in the cooling system, and running a little cooler just means you've got an extra few seconds. And in cars with radiator fan thermoswitches, if the switch isn't changed to match the thermostat, there isn't much benefit.

What IS critical is to stay with a Saab OEM thermostat. Yes, some aftermarket thermostats work. And some don't. For the money, the job isn't worth doing twice. The 9000 uses a self-bleeding system, and you want a thermostat with the bleed hole in it, mounted with the hole UP. But don't mess around, stick with the Saab OEM one.
