You don't need a brake light out for there to be a problem.
Say you have a poor connection at a brake light bulb. You hit the brakes and current flows through the poor connection and the bulb. The bulb lights. The poor connection heats up, open circuits for a brief instant causing a spark. When open, no current flows, so it cools down and makes contact again, and the cycle repeats. Each of those sparks causes noise in the radio.
You aren't going to see the bulb flashing - this is happening tens or hundreds of times a second. A bulb flashing 5 times a second looks like it is on to the human eye.
The one second delay is the time for the contact to heat up. It's a lot like the old-fashioned flashing Christmas lights - the 'flasher' bulb heats up, and then starts flashing after a few seconds.
Now, I may be completely wrong on this whole idea, but I don't have much else. It's not much work to clean all the bulb contacts, and not a bad piece of maintenance. It may fix the issue, or it may not. Not a lot of work invested and I don't have any other suggestions.
