Doe the seat move if the driver's door is open? When the door is closed, the key has to be ON.
There are three fuses to check - 7, 25, and 26. Just to check, replace the fuses even if they look good. I've seen old fuses develop small cracks not visible to the naked eye, but won't pass current.
As always, check the ground. Each of the relays has a black wire on pin 4; one goes to the door switch, and the other goes directly to a ground lug under the right-hand seat. Make sure that wire is in good shape, and clean the connection to the chassis - a bad ground is a common failure point.
I'm assuming this is a non-memory seat. That is nothing but relays and switches, so power and ground are key. If it is a memory seat, then it could be a number of things inside the seat memory module.
