you don't have a BPC (boost pressure control) valve as mentioned in the various posts above, so the ECU isn't able to give you extra turbo boost by controlling/delaying the opening of the wastegate. The wastegate is only allowing you "base boost".
To check this, look under the hood and see if you have a black valve attaches to the top of the radiator with three small silicone hoses and an electrical connection. No valve, no boost control by the Trionic engine management system.
The good news is that you can easily add the valve by buying the bits, either new or second-hand. You would normally need a CSE ECU but you already have a tuned ECU which is expecting to find the valve and can't do its stuff without one.
It's a good idea to talk to the seller as well, but the valve is the thing here! The seller may have assumed you knew to do the rest of the deal as well as buy his ECU. You might also like to buy a boost gauge to check things out, both now and after your upgrade is completed.
