Radiator fan

I suspect the radiator fan is not working on the 94cs turbo. I noticed it the other day after removing the turbocharger to rebuild it. One night coming home from work the engine was on the verge of overheating. Steam came out of the coolant reservoir cap. I had to stop by a supermarket to get a gallon of premixed coolant to fill.
I realize MY94 is a little different than MY95 and later. I have done the following so far.
1. The fan comes on when I disconnected the lead to supply power from the battery.
2. Fuse 7 and 8 (the fuses for the single and two speed) in the fuse box next to the battery both have constant power.
3. Both relays connected to the two fuses prior mentioned work when I supply power from the battery between pin 85 and 86.
4. When the engine is running, the AC fan cycles on and off but I haven't seen the radiator fan comes on yet.
5. I replaced the thermostat after testing one in a pot of boiling water on the stove. It was for naught. But it took me 15 minutes.
I suspect the radiator fan fails to turn on is not providing sufficient cooling to the coolant.
What switches on the radiator fan?
