The missing fuse 13 drives the non-existent Secondary air pump and valve that the relay you lost would control, if it were there.
The secondary air pump is installed in some markets as part of the emission controls - it injects air into the intake manifold until the O2 sensor heats up. In the US market it isn't installed. So I assume they had the relay in there from the factory, or the previous owner had the overriding need to put a relay into any hole he/she/it found.
If you did it right, and the relay has fallen out of the car, or been kicked under something in your garage, then you've made an inexpensive performance modification - you've lighten the car.
