Doubt it.....I think a CEL will limit you to base boost, but I highly doubt it goes into open loop like when a car is first started.
I think open / closed loop is either more a matter of time that the car has been running, or what the input is from all the sensors. Main goal is to wait until all sensors are up to "normal" operating temps (i.e. coolant temp reading -10* would be omitted as a valid input; stuff like that) before their readings are used for the ECU controlling the car.
