The most common fault would be a mis-aligned switch on the brake pedal and/or the clutch.
A bulb out should not cause the cruise control to not work. However, there can be some strange problems caused by either the wrong bulb or a shorted bulb. The brake light switch applies 12 volts to the lights. If the dual-filament brake light bulb has been replaced with a single filament, or a dual bulb with a (rare) internal short, the power to the running lights can back-feed into the brake light circuit, causing (1) the rear brake lights to glow dimly, and (2) make the cruise control think the brake pedal is being pressed.
Again, the switches out of adjustment are the primary problem. A simple brake light out shouldn't be an issue. But it won't hurt to fix the light issue.
